I don't think it will be topof the meta or anything, but some things to consider to improve it:

Fury isn't online (Palp is only 14 if single die). Need different removal - Probably Forsaken?

Shien training isn't too high value, I'd swap it out. You want Niman trainings (quick health on Palp) and maybe sith teachings (probably instead of Force crush).

Palp's lightsabers are big for ramp. Probably cut either Force Storms or Harness the Force for those.

Fatal blow is cute, but with only one Palp die its hard to pull off - anyone who smells it coming will remove Palpatine's die. Might consider a Contentious Opportunity.
